Could XCorp's planned EverythingXApp help resolve Africa's weather forecasting deficit challenge?

It is unacceptable, dear critical-reader, that the African Continental Free Trade Area (AfCFTA), which is the largest free trade area, in the world measured by the number of countries participating, connecting 1.3 billion people across 55 countries with a combined gross domestic product (GDP) valued at US$3.4 trillion, apparently  has a weather-forecasting-deficit.

That said, before one proceeds, one acknowledges that one is not tech-savvy, and that one is only an ignoramus, and uneducated old fool, who lives in a rural backwater, in Ghana's beautiful Central Region, lol.

That not withstanding, surely, dear critical-reader, Elon Musk's XCorp, could help resolve the said weather-forecasting-deficit challenge, Africa is currently apparently saddled with, within the shortest possible timeframe?

Were the incredibly brilliant XCorp CEO, my favourite 'racist' and 'fascist', the all-too-human genius,
Elon Musk, to be approached to do so, lol:

Via a win-win AfCFTA partnership deal - which adds yet another critical global service, to the plannedXCorp EverythingXApp? No?

In one's humble (and uninformed,lol) view, such a public private partnership deal between the AfCFTA, and XCorp's planned EverythingXApp, will most definitely help resolve Africa's weather forecasting deficit challenge - and one therefore humbly recomends it to all the leaders of Africa who are charged with powering the new African Renaissance.
